i just spent 290 on 4 new tires is this ok?How often do you have to change your tires or when do you know its time to change?

290 isn't bad for a new good set installed, you need to be thinking about tires when they wear below 5/32 inch of tread left and they get dangerous at 2/32. also if they have damage like a broken belt they would have to be replaced no mater how much tread is left

I have heard that in order to determine if your tires are ok or need changing all you need is a nickle. What you do is insert the nickel head down into the grooves and if the top of Thomas Jeffersons head is showing, then it is time to replace them.
