27'; wheels are almost obsolete and are LARGER in diameter than 700C.
I suggest that you buy a set of 26'; MTB wheels with narrow rims and put the smallest tire you can on them.Got some wheel questions?
not much. you'd be better with a spare set of 26'; rims with a set of high psi slicks mounted on them..
If you do a lot of road riding I would get a road bike, they are a lot more efficient and fun.
Putting rims that are a different size than what the bike was set up for can be a challenge. Brakes are just the first potential stumbling point. In your shoes, I would get another set of 26 inch mtb rims, one set for the road and the other set for the trails. That will make changeover much quicker, until you can get a road bike.
